Are We Own This City a True Story?
The journalist Justin Fenton worked as a reporter at the Baltimore Sun newspaper at the start of his career. In 2017, he worked to find out that officers had been running a racketeering ring out of the department, just like David Simon did at the start of his career. Fletcher Fenton wrote a book about the case in 2021 called We Own This City: A True Story of Crime, Cops, and Corruption. Simon used this book as a guide when he wrote We Own This City: A True Story for TV.
To fight violent crime and get guns off the streets, the Baltimore Police Department’s Gun Trace Task Force (GTTF) was first set up in 2007. It was meant to do both. But the GTTF caused far more civil unrest and crimes than the people they were trying to stop.

For at least three years, eight members of the special team were said to have been involved in an organized crime spree that targeted people they thought were drug dealers. It was even worse: They stole a lot more money and jewelry while breaking into cars and homes to search them without permission. As the AP puts it: “a married couple who were handcuffed even though there was no evidence of a crime.”
While they were in the station, cops stole $20,000 from their home. There were a lot of officers talking about “monsters,” people they thought were drug dealers who had a lot of money.
One officer was said to have kept “two duffel bags ready with gear including black ski masks, a grappling hook, a sledgehammer, and a machete” to steal money from their targets. Even if they shot an unarmed person, they had a way to explain it. They even put fake guns on suspects as evidence, so they had a way to explain it if they did.

What is the We Own This City plot?
The movie We Own This City is based on a book written by a reporter for the Baltimore Sun. It tells the story of the rise and fall of the Baltimore Police Department’s Gun Trace Task Force. A city in an American state where drug prohibition and mass arrest policies were pushed at the expense of real police work is what HBO is talking about when it comes to the Own This City plotline.
According to the Baltimore Sun, nine Baltimore Police Department officers terrorized city residents for three years. This is the Gun Trace Task Force controversy, and it’s about nine officers. In Vox, they say that the cops were supposed to be taking guns and violent criminals off the streets of the city.
Instead, they robbed, did illegal searches, worked extra hours for the city, and even carried fake guns to use if they shot innocent people. Ex-policemen in question usually went after suspected criminals because they thought that if they tried to report police misconduct, their claims would be ignored.
In addition, the humiliated policemen did all of their crimes so that they could make a lot of money.

Who Were the Crooked Cops, and How Did They End Up in This Predicament?
Eight of nine ex-officers in the unit were charged. Six pleaded guilty: Thomas Allers, Momodu Gondo, Evodio Hendrix, Maurice Ward, Jemell Rayam, and – said to be the leader – Wayne Jenkins. Two pleaded not guilty but were convicted by a federal jury: Daniel Hersl and Marcus Taylor.
All men were sentenced to between seven and 25 years, with Jenkins receiving the highest sentence of 25 years in prison – he won’t be released until 2039. In a recent interview with the BBC, Jenkins (played by Jon Bernthal in the series), speaking from prison, was unapologetic and said he had been led astray by the systematic illegal activity of the department.
“This is a saying we state: ‘Don’t let probable cause stand in the way of a good arrest. If you’ve got to lie about what you’ve seen or what you heard or what you witnessed, as long as he’s dirty, he’s got the drugs and he’s got the guns and he did the crime – just get him.”
I actually don’t think it’s about one guy. In fact, I think it would be an easier story to tell. The problem here is it’s not about the bad apples. It’s not even about a system; it’s about the mission. The entire mission of the drug war…lends itself to the worst kinds of police work and to a
destruction of the kind of police work that’s supposed to happen.”
The GTTF was disbanded in 2017 after the crimes came to light, and the commissioner – Kevin Davis, who was later fired – described the indicted officers as “1930s-style gangsters.”
