Douglas Rapp and Mary Lee (née Baird) Rapp raised Rapp in the nearby city of Joliet, Illinois, where he was born on October 26, 1971. He was reared by his qualified nurse mother after his parents' divorced in 1974. Adam Rapp is a dramatist, novelist, and director who is his older brother. He also has a sister who is older.
